You are technically correct. When I use the word "can't", I mean that they can't do it without the offense snapping when they are completely unprepared and shorthanded. So by all practical standards, they can't sub. I hope you don't continue to split this hair.

In order to make bama and ark happy, and make everything compeltely fair, the offense now has to tell the defense exactly what play they are running, and the defense has to tell the offense exactly what scheme they will have. Basically football players will be replace by Sumo wrestlers, as leverage will be the most important trait

If the offense subs the defense should be allotted more and a specific amount of time to match personal.
If there is no offensive substitution then the defense should not be allotted special consideration via rule enforced stoppage in flow of game.

Or your coaches can just think ahead. Have a guy ready to come on the field as soon as the play ends. It will take at least a few seconds for the refs to spot the ball. You can easily have a guy run on and off the field.

Bull shite. There have been plenty of reasonable responses. The rule is dumb. Its being hidden behind the guise of player safety, which in itself is spineless and should tell someone all they need to know about the motivations for the rule proposal to begin with.

Actually, kilo, I agree with your post above. I think the offense should be allowed to control the tempo as long as they don't sub. If they choose to sub, the defense should be allowed to sub without relying on a referee to stand over the ball (subjective enforcement) until the defensive player gets in position.
But none of that changes my point in THIS thread. The slowdown rule affects every play that the HUNH is used, because the offense rushes to the LOS and the defense cannot afford to attempt to sub.
