Biggest talent squanderer in college football - FSU or UGA?

As usual FSU is killing it in recruiting. Looking at their crystal ball projections they have several 5* 4* waiting to commit and they're on pace to finish top 5 on NSD.
FSU and UGA consistently had great recruiting classes in the 2000's but they under-achieved pretty much every year, with 2012 UGA team being the lone exception. So which team is the biggest squanderer of talent in cfb? FSU or UGA?

Since UTk is an expert on squandering talent (Bray, Rogers, Hunter, etc.), why don't you tell us?

2 of my coworkers are Seminoles and it is amazing the insight I have gotten into that program. Apparently they can't recruit OL to save their lives; only like 4 of their last 12 recruits at that position have stayed, and even those guys are like 3*
I found it very odd but here is what my one friend said about the last 4 years (no OL recruits in 11 apparently or maybe they actually panned out):
OL Classes - 2009-10, 2012
Recruiting Class of 2009
Henry Orelus Four starts as RS freshman. Played in only one game the past two seasons. Left team before senior season.
Aubrey Phillips Reported overweight and out of shape. Left after just a couple weeks.
John Prior Transferred out of FSU shortly after arriving.
Recruiting Class of 2010
Dan Foose Appeared in just three games in mop-up duty. Hampered by injuries.
Recruiting Class of 2012
Daniel Glauser JUCO transfer that saw limited time as backup. Had only one year of eligibility.
Menelik Watson JUCO transfer that played one year at FSU. Started 12 games at right tackle. Drafted in the second round.

I believe nobody holds that title over A&M after the Fran/Sherman years.

It is interesting that Tennessee fans are the ones who most commonly say UGA underachieves. It's like they're compensating for the fact that their team sucks.

I'm really looking forward to embracing some of the great traditions at the University of Tennessee, for instance the Vol Walk, running through the T, singing Rocky Top all night long after we beat Florida next year, it will be a blast.
