This is an easy explanation. They have more talent in those states. But don't worry, Arkansas is getting their share of OOS recruits. The numbers have gone up dramatically since Petrino got there and the recent rise in the quality of Arky football. I think you've reached the status where you can pick up quality talent OOS so just wait it out.

I brought this up on a Penn State site before the game this year and got called a racist.
It's not racist to acknowledge that different regions have different demographics. It's also not racist to acknowledge that most football teams that don't suck are about 90% black.

And even in northern or east coast states like New York, North Carolina, and Maryland that have larger numbers of blacks than southern states (in absolute numbers, not percentage of local population), local interest in basketball is so much greater than local interest in football that it doesn't really benefit their college football programs. But it does explain why the Big East and ACC kick our asses in basketball.

Their boosters actually close the deal when trying to buy players?

the real answer to the op's question is purely anthropological.

population genetics due to natural selection.

Yep... what qualities did slavers look for when they took slaves from Africa? Did they take the small, weak people? Nope.

What do they all have in common? Lets see, a COAST. What do you find on the coast, beaches. What do you find on beaches? Fine babes.

Do you get it now?

Was this a serious question?

FL, TX and GA have arguably the best HS football in the country. Then guess what, some of those guys go to college.

Yep Cowherd is an idiot. One of the highest paid radio personalities with some of the highest umbers for any sports show nationally ever. Although he can be a pompous arse.

Now the reasons, you right weather can't be a factor. I mean you have players basing it it on whether or not they get a certain number or how close a Chick Filet is to campus (this year). With these important issues how could where you live for four years be important.

Personally, Arkysauce has no excuse to not hit it out of the park every year in recruiting. Surely you have football talent in that state and you have absolutely no competition in your state. In MS we have Ole Miss to have to recruit against, as well as USM for the instate talent that is left after Bamer and the Corn Dogs get who they want. At least this year the Barn wasn't an issue for us.

As noted above, a grand total of 6 kids in state signed with BCS schools. 4 with Arkansas, 1 with Clemson and 1 with Purdue. The one with Purdue was a two star who didn't have an offer from Arkansas.

We most definitely have to go out of state to be competetive on the field.
