I don’t know if it’s plural or possessive, but

WHERE did this phrase start & what does it mean?

In Mississippi, It’s both.

In all seriousness the phrase has been around forever. And it’s usually “Jimmies and Joes”. Meaning it doesn’t matter what gameplan you have or what coach you have, what matters is the players you have on the field/court. They are the ones who determine who wins and loses

It's referring to the Athletes on the Field.

You have to have the best players to win consistently. (As opposed to just good coaching)

I always thought the phrase was "It's not the X's and O's, it's the Jimmy's and Joe's" meaning the players are more important than the scheme.

It is sort of the opposite of the old saying... "He can take his'n and beat your'n.... And he can take your'n and beat his'n.

This is the correct meaning, and it’s true.

Coaching matters but players matter more. A great high school staff could take a typical Georgia or Ohio State roster and beat the brakes off most teams regardless of who’s coaching them.
