What is a "dual threat" QB in your eyes?

In discussions about the UGA/ND game, I've heard a lot of people call Riley Leonard a "dual-threat" QB.
But is he?
In my mind a dual threat QB is a QB who can both run and pass very well. If their ability in one area is only mediocre, they're not a dual threat guy in my eyes.
For example, Matt Stafford could run a bit, but he couldn't run well enough to be called a dual threat. John Elway on the other hand could move in college and even though he was primarily a passer I would say he was a dual threat because unlike Stafford, you did have to respect the run.
On the flip side Eric Crouch could run incredibly well... but he wasn't a great passer. He wasn't a dual threat, he was simply a running QB. But guys like Mike Vick and Cam Newton had both the throwing and passing ability to be considered dual threat, even if their running was perhaps a bit more electric.
I don't think Riley Leonard is a dual threat. He's a solid runner for a QB, having 750 yards on the ground this year. But he's a bad passer, with less than 2300 yards through the air. The only threat he has is his legs. He's not particularly efficient when he throws either. His highest career passer rating was 141 at Duke 2 years ago. He was at 138 this season.
He's low in terms of production passing the ball and on the low end of efficiency when the throws it.
Am I looking at this wrong?

Joe Burrow. In 2019, something crazy like 80% of his runs were for first downs. You don't have to be lightning to be a dual threat.

Are you saying Riley Leonard is not a threat passing the ball?
He may not be an elite passer, but he certainly has the ability to hurt a defense with his arm if he's not respected

The most dangerous person on the field is an accurate passer. If I'm a coach and I get my pick of QB, I go for the best pass distributor to run the play. Getting a QB for "if the play breaks down" is basically setting themselves up for failure of the play. And that starts all sort of domino issues that usually pop up against more elite competition.

Haven't read all the replies so this may have already been stated. In most of ND's games this year, Riley hasn't had to throw the ball much. It doesn't mean he can't.

A TRUE dual threat QB that can do both equally well is rare. Usually what people now consider a dual threat QB usually runs better than they throw. But the offenses have also been more catered to these type QBs. Even in the NFL.

Guys who can run a designed running play like a RB (when needed) and throw average to above average. The better passer, the bigger freak.

Obviously none of these are complete freaks (at least not yet) like the 1st group.. but I’d still call them DT.
I’m sure there are others, but you get the point. Leonard has run for 751 yards and thrown for 2300. That is DT.. but I don’t think he is ellte at either. Very similar numbers to Milroe though.
eta: Leonard has almost 2000 yards rushing in his career and 34 TDs. He also has 6700 yards passing and 41 TDs. That’s DT.
