So on that penalty, it was definitely the wrong call and should have been a TD, but there was nothing fishy about the timing of the flag being thrown.

The official incorrectly thought the WR was covered. That would mean more than 7 on the LOS but that isn’t itself a penalty. He threw the flag once the ball was thrown because Williams was now an ineligible receiver downfield. Once Williams was the first to touch the ball that became illegal touching.

If the official was correct (he wasn’t) then the flag was thrown at the right time - after the pass but before touching.

So really bad call but not some conspiracy.
