HIPAA basically only applies to medical staff and insurance companies in this context, I believe. A reporter doesn’t need permission from anyone to post an injury report that was leaked to him by someone at the University.

I don't blame the mom for trying to defend her kid. Perkins is draft eligible and if this information is incorrect, there's some potential damage that his draft stock could incur anyways.
