but there are rules on recruiting, that's the question here. NIL doesn't matter, if he got a free flight to knoxville then showed up on campus, there's a problem.

Actually if he was variably there on a matter unrelated to UT and the visit was not set up by the AD, coaching staff or university representatives then no, it’s not a problem.
Schools, Conferences, and Associations cannot limit a student-athlete’s ability to be compensated for their NIL
Student-athletes can receive professional representation if they are a registered agent in the state
Participation in NIL-related activities shall not impact a student-athlete’s athletic or scholarship eligibility
NIL agreements cannot be in conflict with existing team contracts
Schools, Conferences, and Associations cannot compensate a student-athlete for their NIL
Schools may restrict student-athletes from participating in vice industries

The flight wasn't free. Delta didn't let him ride just because. It was paid for by Spyre, his NIL. And the NCAA can't tell NILs what they can do. Putting any rule restricting them or a team from hosting one of their clients is a restriction.

Exactly
NIL / booster money is prohibited from being used in the transportation / campus visitation part of the recruitment process.
