Here's my take on this.
Milton and Beck being on the list isn't so much On3 being high on either of them. It's because all the other QB's (JD excluded) have all proven themselves to not be Heisman material. So this is what you are left with.

The last 5 games of the year he put 3 total touchdowns against powerhouses such as UAB, Purdue and Texas A&M.

Sadly the days of a running back winning the heisman seem to be in the distant past (sans a few times in the last several decades).
