what do the other states do and how does this help those that already are allowed to do this?

This could still be punishable as I believe direct school official involvement in NIL facilitation is against NCAA rules which Florida schools have de facto agreed to by being a part of the NCAA.

It allows the coaches to point the recruits in the right direction to collectives/businesses that will do the NIL deals.
LSU has a whole division of people at football ops that sit the recruits and their families down and explain how things work

This is probably a response to the new Learfield hub at Bryant-Denny stadium.
Remains to be seen how much collaboration is involved.
Alabama totally screwed up by letting Learfield onto their campus because it created a defacto liability situation if litigation becomes involved.

If the NCAA actually enforced its rules, then Auburn would have been given the death penalty decades ago.
