It's not that but the PAC not only doesn't ignore PI like the SEC and a lot of conferences do but calls PI at almost any contact. Muschamp coaches DBs to PI as strategy because he knows that the refs won't call it every single and quite often a PI penalty is preventing a worse outcome.
That means UGA has to play this game differently. If you get different refs in the final you'll get a different game out of your DBs.
It hurts UGA a ton to have drawn PAC refs for a matchup against tOSU because they're very good at QB and WR but UGA can still win this game.
