They review them all the time without a flag. The call comes from the booth and that was 100% targeting.

When the rules expert says that the touchdown was a touchdown and the targeting was targeting and neither of them go that way, some questions have to be raised

Didn't need to be called to extend the game or affect the next one as it was not egregious, but targeting by rule is contact with the crown of helmet to the head or neck area in college. In that he hit him square in the base of the neck/upper shoulders, it would meet the rules.

When there’s so much grey area that it’s always up for debate and interpretation, something needs to be done
