As far as state lines go, LA, MS, AL, GA, North Florida don’t really mean much. You can be in one state and be closer to the school in another.
I kind of see this region as it’s own “State” as far as football, fandom, loyalty, recruiting, etc.

It doesn’t really matter. But per capita, or per participant as you keep arguing (they are the same), is a better measure of average level of player in a given state. The same reason that rivals breaks it down by state and by school. If you really want to go down the “what does it matter road”, what does college football really matter in the whole scheme of things?

Per capita is a bad way to do that, though.
It should be by percentage of kids that play football.
I don't know how much that would change anything, but I would think it would help Florida for one. They have a huge population of retired people....people moving into the state. None of which will probably ever play high school football.
