This probably doesn't mean they are actually calling the plays on those downs. Rather, each week they are putting together the list of plays that have been the focus that week that can be called on their down based on distance, score, time, etc.

And with passes tagged to every run, the wrong choice RPO pick or handoff for no gain gives the coach an out.
