As someone who has worked on these games, it's both. The camera work has been a little shaky. But yeah, the ticker graphic at the bottom seems to be too big. Notice how there's so much space from the text and the bottom. It needs to be lowered so that the red from the Dr. Pepper logo is at the bottom of the screen, and there is no black.
ETA: I think the ticker comes from headquarters, and not the truck/control room that's running the game.
