If Lee was targeting, then that is for sure targeting. They’ll probably come back say no targeting and they’re gonna spot the ball three yards further back.

Pretty sure any contact to the head to a defenseless player is targeting now, and being engaged with another player (or two in this instance) makes you defenseless.
