Hasn't the committee said it is an emphasis to avoid regular season rematches during the first weekend if at all avoidable?

Yeah, but this would involve money/ratings. This isn't them talking out of both sides of their mouths over things like RPI, road wins, neutral site wins, wins vs top 25, 50, 100, etc.
Kinda like how their "pod" system keeps certain teams in certain areas, every year, for ticket sales.

Sure and if they have to screw up one match up to make another one look better, they will do it. I don't think they are going to do anything intentionally but it is fairly hard to stay 100% consistent in a bracket this big. They could still do a better job.

They have been on record saying they seeded teams against bad match ups for each other in the early rounds on purpose in the past.
Wichita State's bracket was loaded with with under seaded teams to make up for their weak schedule a few years ago.
We know they hate conference teams facing one another the first weekend, UNC/Arkansas would be the 3rd time in a year basically. Any of the blue bloods facing each other this many times is thought of as "good tv" blue bloods vs the likes of Arkansas/Arizona/Gonzaga/etc this many times is "boring" and "bad tv". JMO.

CBS now has Arkansas playing Kansas State in Charlotte in 7 vs. 10 game. If the hogs win, a date with UNC.

The big benefit to Mike Anderson is that his teams have a tendency to get hot at the end of the year. The middle of the season can be agony to get through at times, and we will lose some head scratchers along the way, but the man's teams tend to play their best ball when it counts.
If we can improve our seeding with a strong finish and solid SECT maybe for once the NCAA won't send us to Outer Mongolia. It would be really nice to get Dallas.
