Needs to be a 2 transfer limit. 1 Transfer as undergrad, 2nd transfer requires degree. Only exception is a head coach leaving.
I'd support buyouts being put into place, but that's probably a lot more complex than the transfer limitations being put into action.

It'd actually be far less complex. Restricting the number of transfers a player can make would require an anti-trust exemption and CBA at this point. Buyouts can just be written into NIL contracts and the freedom to contract is pretty iron clad.
