Just bring on a NFL minor league at this point.

Going to school is a farce now. Just rip the band aid off and let these guys get paid legitimately out of high school with a draft like baseball. The NFL has had a free farm system for too long anyways. Let these guys travel on buses to the games and watch sausage races at halftime in front of a few fans. Coached by people that could care less about their development and trying to get back into the league as fast as they can. None of this works of course and then, maybe some structure can be put in place for the college game to return to some sort of sanity.
The NFL needs to do something as all this will water down their product. Players coming into the league with no work ethic and entitled attitudes (far more than today's NFL'er).

NFL not doing anything is the major source of problems. Adopt same rules as basketball.

The larger colleges need to enact that breakaway league now. Get the top 30-40 programs together, call it a University sponsored semi-pro league. Establish a doable fixed team budget and get a salary cap is set for every school. This way you can get a collectively bargained agreement for the players as well and contracts in place for compensation.
Every school can scout and recruit, but has to manage their budget. The profits get pooled and pushed back to the university as profit for their use in their general funds or to fund actual amateur sports.
At that point the players don't even need to be students either, they can if they want, but we can get rid of that charade as well if they aren't there for an education.
It's a lot cleaner. Players can be paid and the University still has it's team although now it would just be a sponsored profit center instead of tied directly to the school.

This is why NIL for the most part is BS. Lets say the NFL started an actual development league...there would be next to zero interest. An 18 year old being able to run fast, throw a football accurately, catch passes has zero value other than being tied to a CFB brand. The value is the brand, not the player. If the game was being played by glorified frat guys, people would still fill stadiums like they did in the 1920s...when the game was being played by glorified frat guys
