Running down the sidelines and not stepping on the line is following the rules not pushing them, as is using all but the last second of the play clock

Maybe just trying to get their foot in the door. Setting a precedent that Congress has already addressed college sports so they can take a bigger bite later?

This would be like being upset that the chancellor or AD is having too much control over the Football team.
We all have bosses, and the Governor is the top spot in the state, and LSU is a state school.

True. When was this rule released by SEC?
Multiple things could make someone ineligible, no?
LSU saw an ineligible player reinstated by virtue of a state court. Why would they not assume the same would apply to them?
Why does SEC allow one to stand and not the other?

They wanted the players on the roster and on the field but did not, even though there was a court order allowing it.
Now compare this to Ole Miss who had a player declared ineligible by the NCAA and also obtained a court order and is now playing.
