Why was Texas State selected for the PAC-12?

It seems so random. They’ve been FBS for a decade at the most and were a middle of the pack Sun Belt team. Most people have never heard of the school. And they’re barely in the geographic region.
If they were unable to get another MWC team and wanted a team in Texas, it seems like Rice would have been the best selection. Due to their former SWC membership if nothing else.

That, and they have "State" in their name. That seems to have been a requirement.
