Refs have zero idea how to officiate it equally. It’s completely arbitrary and there is absolutely no consistency

Should be treated like a technical in basketball. No suspension until a certain amount are recorded. Maybe 3?

Agreed, we have had a rule for this since way before targeting was ever a thing. It's called "unnecessary roughness."
