Summary of the Rule Application
Because the defender is touching the out-of-bounds line, the defender is legally an out-of-bounds object.
When the receiver lands on top of that defender prior to touching the field of play inbounds, the receiver has touched an out-of-bounds object.
Because the receiver touched out of bounds before establishing/touching inbounds with any part of their body, they failed to satisfy Rule 2-4-3-a (touching the ground inbounds).
Under Rule 7-3-7-a, the pass is ruled incomplete.
