FSU feels pretty confident. He could definitely go to any of the 3 (USC, UF), but that's the only thing that makes sense in why we cooled so fast on Jackson.

The Jackson quote reads weird, but I believe he was told he could start playing right away...not START right away.
Saban doesn't promise starting jobs to incoming FR. This isn't Clemson.

Telling him there is a good opportunity for him to start isn't the same as promising him he will be a starter. Dee isn't coming back, so 1 of the starting corner spots will be up for grabs. He will have the same opportunity as all the other DBs.
