True, but also false.
You cant pay the HS player, but nothing stops you from making a promise to set them up once they’re on campus.

A school cannot just write a check to a recruit of course but now there are a gazillion ways around that. NIL was the death blow to whatever power the NCAA still had. This isn't the '80s and early 90's when the NCAA enforcement division would come around looking for trouble and taking teams off TV and waving the SMU death penalty at them. The Court decisions have essentially made the NCAA have to play by the rules of the real world and not some pretend amateurism.
