No, I don't think it shows low character if a guy is truly undecided. But if he's announcing that he's going to Alabama on July 26 I think that shows high character. The reaction in Baton Rouge won't be over the top, like you guys on here want to imagine it would be, but he'll still get comments about it for the next year.

Iirc, someone on the LSUrb said Roy posted on Instagram that he's hosting an announcement party with family and friends on the 26th. I don't use Instagram so I didnt check it out.
