Each has two rivalry games with other teams on that list. The problem is, as has been pointed out, is that is five of the "traditional" powers in the SEC.
If you take my example and make Tennessee's permanent opponent Florida you achieve this while maintaining balance.
Updated:
Division 1
Alabama (Auburn)
Arkansas (South Carolina)
Kentucky (Georgia)
LSU (Vanderbilt)
TAMU (Mizzou)
Ole Miss (MS State)
Tennessee (Florida)
Division 2
Auburn (Alabama)
Florida (Tennessee)
Georgia (Kentucky)
MS State (Ole Miss)
South Carolina (Arkansas)
Mizzou (TAMU)
Vanderbilt (LSU)
You lose UT/Vanderbilt but even though they are in the same state I don't think they really consider each other rivals.

I think you underestimate that game. It's a big deal to UT fans, especially when the game is in Nashville.
That said, I like your list. But I really feel that it would be best to have LSU and Alabama in separate divisions, in order to make for the best SECCG possible.

Why would anyone want to do away with playing bama every year?

You mean the one LSU has won five of the last 11 times. Yep. Scared to death.

16 team conference (apologies to the reader for the loose geography)
West:
A&M
LSU
Arky
Ole Miss
Northwest:
Alabama
Auburn
Missouri
Miss State
Northeast:
Tennessee
Va Tech
South Carolina
Vanderbilt
Southeast:
Florida
FSU
UGA
Kentucky
Permanent out of division opponents:
A&M-Missouri
LSU-Florida
Arky-South Carolina
Ole Miss-MSU
Alabama-Tennessee
Auburn-UGA
Va Tech-FSU
Vanderbilt-Kentucky
Every year you play your three within division opponents, your one fixed out of division opponent, and a rotating group of four out of division opponents for a two year home/away series.
This obviously requires a conference playoff. Rather than a fixed West/NW and NE/SE leading to a championship game I think you should seed the four division champs 1-4 so that 1 and 2 are in difference brackets and could therefore meet in the championship game.
And yes this is all a big pipe dream without two more teams and the NCAA signing off on an extra game for the divisional playoff leading to a conference championship

trivia question: do you actually know where the mason dixon line is?
In a previous thread I had suggested calling the divisions "North" and "South" but I was told no SEC team would want to play in a North Division. So Mason and Dixon was my alternative.

That has the best balance and best geography IMO.
Alabama-LSU-Arkansas > Florida-Georgia-Auburn
A&M=Missouri < Tennessee-South Carolina
Miss St+Miss+Vandy+Kentucky = God fraggin awful. None of them is going to be winning either division as far as the eye can see.
Schools just need to get over the traditional rivalry bit. I'd really hate not to be playing Tennessee, especially now since they suck and beating the hell out of them is so enjoyable.
But I can live without it if I have to.

I'm good with how it is or will be next year. I like being in the same division as Bama, Auburn and LSU. If you want to be the best, you got beat the best. I want Arkansas to be the best (one year anyway).
