Why do chips have to be down to answer?

Can’t we just ask a question without chips being involved?
Example;
Why are Ole Miss fans acting like they are a no doubt perennial national championship team?
See, no chips involved.

The chips are made of lead paint and some of them don't make it into his mouth so they fall down.
