I think someone may have been linking intent to why Director Comey said Clinton had broken no laws - she had no intent, even though she kept national security information on a server outside the government's control, a clear violation of the law.
The federal statute doesn't speak to intent.
Clinton compromising national security I put pretty much on the same level with SEC officials cheating for one club over the others.

No, "shall target" does not mean intentional. "Shall target" means targeting by committing any of the listed infractions that would result in targeting, including but not limited to, leading with the crown of the helmet.

Rule is dumb and too subjective. That's why 50 people can watch the same play and have different conclusions. That was targeting according to the rule.

Geez...this is still being debated? For the umpteenth time, look at the white stripe on top of his helmet. The fact that you can see it clearly at the beginning and middle of the hit tells you all you need to know.

I figured the comment would have made it here but during the play, one of the announcers said they review all plays immediately in Birmingham and they can call it in or something like that

That is not the issue. I think you have already said the same thing once before.
When caught in a blatent no-call - not even reviewed, the SEC officials tried to throw off the CBS crew by misrepresenting how the rule read.
