Actually we have used it in the past by giving no-interest loans to the athletic department. But that was in bad times, I hope that never happens again.
From what our chancellor is saying, the plan is to use A&M's credit to charge some SEC quality facilities.

I think its because Arkansas has little respect for A&M and its absurd watching you guys thump your chests and the rest of the SEC falling for it.

Well, this clears up exactly nothing...
But from my short time being around this board, it appears that Arky has a "special" place in the SEC. They are sort of isolated and are a thorny little bunch to just about everyone...
