Even a 2nd grader knows how plurals work. And can't be plural if less than two in the case of year.

No. Although that is the correct way you would say it. I would say a year and a half. Nothing about the year has became plural. Only the months.

In 2017 & 2019 you'd be correct, but Arkansas had the 45th ranked class in 2018 compared to the 18th ranked class for South Carolina. Definitely a difference between the average of those three classes.
