Here is the thing.......the NCAA has absolutely nothing to do with the football tv contracts. The NCAA doesn't get a penny from the football tv contracts. Each conf. works out their own rights deals with the networks and the conferences get all of that tv money.
The NCAA makes their money from the NCAA basketball tourney. The NCAA owns the tv rights to the Tourney. The NCAA does distribute some of the Tourney money to the conferences.
