I thought that he reached out to USCe, then announced that he was leaving and UT reached out to him. I haven't seen where anyone reached out to him in January.

Schools can't have direct contact with a kid but nothing against contacting the former HS coach or parents. This is often how these transfers come about before they've officially announced they will transfer. Tua, for example, reached out to his dad to find out about USCw who may then call up the USC coaches without breaking rules.
