Harrison was unsettling, to say the least
Give me reasons why Harrison was so unsettling? I bet you can't. And before you give your reasoning, you might want to make sure it has to deal with Harrison and not some idiot that doesn't live in Harrison or dumb billboards that mean nothing.

The billboard was in Harrison. So yes, Harrison was unsettling.
I never thought the city council sponsored the billboard, but it's there and the message is pretty clear

I know where it was. I can still see it. I lived there then
It was a Lamar billboard and there was ESPN Radio billboard below it iirc. It's not like the city approved them to do it. Also, not too long before that, the school and city "burried racism" downtown The city does not support them. I feel bad for people there (local area) because everyone who isn't from there think they're racists - and that's not true. Harrison has some crime, but very little, and the big crime is sporadic.

If I remember correctly, the billboard I saw was for a radio station that promoted a "white pride" agenda. I never thought the actual city itself was behind any of it

It was. It was something about if you're not white, you're not right or some shite. I drove by and took a picture of it when it went up and when news crews were reporting it
I know that area better than most since I was there as a recruiter working Boone, Newton, Carroll, Searcy and Madison counties. I didn't live there by choice, but it's actually a very nice little area for families. Just lots of trash, and that can be found everywhere in the good ol USA!
