The landmark agreement you're referring to is the 2019 Kansas-Missouri economic "border war" truce. In August 2019, Kansas Governor Laura Kelly (Democrat) and Missouri Governor Mike Parson (Republican) signed a bipartisan agreement to end decades of competitive poaching of businesses across the state line in the Kansas City metropolitan area. The core provision was that neither state would offer state-level tax incentives or subsidies to lure existing companies (and their jobs) from one side of the border to the other unless the relocation created net new jobs for the region overall.
