Both statements aren't mutually exclusive.
1. I clearly asked posters to state they'd donated in the topic.
2. Non low IQ posters understood that I was asking them to state that they donated so I could count them.
This really isn't that hard and you're the only person on this entire board struggling to understand it.

The original post on the OT Lounge, which he has now deleted, had so such requirement.
The point is he chided another poster for being dishonest, though in a case much much more serious than sports, he was not.
