Actually Beebe put together that blood money. A&M took it one year while Texas and OU turned it down. But to be fair Texas and OU (and KU actually) made out like bandits in the old Big 12 TV deal so they got the money anyway (as it was a floor), they just didn't need the guarantee. Meanwhile at that time things were lean at A&M.
Bowtie later claimed he only took it after no one went with his proposal to split the money evenly. The even split happened as A&M left to try and stabilize things. Too late then

Yes exactly. Beebe knew that Texas knew it was worth more and had to get more. The forgotten five (what a name) were willing to take less for the privilege of being in a BCS conference.
Only reason Texas approved of equal revenue sharing in Tier 1 & 2 was the the LHN deal as that ensured that they would always make the most money.
They always say "any program would take that deal," but I don't think tOSU, Bama, or USC would take the deal if it might kill their conference.
