That dork is just wasting more taxpayer funds for spotlight time…

Why doesn’t Cruz focus on something important that’s not going to ultimately be struck down in court??… IDK, like getting the Strait of Hormuz open (gasoline prices up over 40%, diesel prices up over 70%, fertilizer prices up over 40% since the start of this dumbarse war.) Seems like Cruz could be more concerned with connecting with his colleagues to help farmers and working people make a decent living…was the dude elected to dabble in football??

If you make them employees and have some of that as conditions of employment I would think it's doable. Having said that, the purpose of NIL was to allow them to be able to earn off the football field. Things like comercials, speaking apearances maybe...stuff like that. The current pay to play model was not the intent. But employees have to follow rules. That is where this ends up IMHO.
