Sure. It COULD happen, but it doesn't. In fact, it rarely even comes close.
Since the last time there was a new Post-WW2 Champion crowned in college football...
*Zero of the 23 teams to win a National Title are non-Post-WW2 Champs
*Only 6 of the 42 teams to finish in the Final AP Top 2 are non-Post-WW2 Champs (14.3%)

The top one or two programs within your region is a non negotiable. Some years A&M hasn’t been a top 3 option.

Your looking at data and saying this is what happened so this is what will always happen. You’re seeing correlation, but there is no causation.
You need to answer why teams win? Use 5 why if you really need to (doubt you need to go that deep). I have a feeling it’s recruiting plus coaching. Look at the last 10-15 champs. Where was their avg recruiting ranking the previous 4 years and where did they finish in O rating and D rating?

Clemson was a top 10 program in the 80s.
Any program that consistently plays in bowl games has a shot at winning a title at some point.
