Sure. It COULD happen, but it doesn't. In fact, it rarely even comes close.
Since the last time there was a new Post-WW2 Champion crowned in college football...
*Zero of the 23 teams to win a National Title are non-Post-WW2 Champs
*Only 6 of the 42 teams to finish in the Final AP Top 2 are non-Post-WW2 Champs (14.3%)
*Only 10 of the 63 teams to finish in the Final AP Top 3 are non-Post-WW2 Champs (15.9%)
*Only 19 of the 84 teams to finish in the Final AP Top 4 are non-Post-WW2 Champs (22.6%)
*Only 24 of the 106 teams to finish in the Final AP Top 5 are non-Post-WW2 Champs (22.6%)
That means 77.4% of all teams to finish in the AP Top 5 during the last 21 seasons have won a Championship since WW2.
An astounding 85.7% of all teams to finish in the AP Top 2 during the last 21 seasons have won a Championship since WW2.
*Only 4 programs who haven't won a Championship Post WW2 have finished in the Final Top 2 since 1997: Oregon (3x), TCU, Utah, and Virginia Tech
*Only 6 programs who haven't won a Championship Post WW2 have finished in the Final Top 3 since 1997: Oregon (4x), TCU (2x), Utah, Virginia Tech, Oklahoma St., and Stanford

The top one or two programs within your region is a non negotiable. Some years A&M hasn’t been a top 3 option.

Your looking at data and saying this is what happened so this is what will always happen. You’re seeing correlation, but there is no causation.
You need to answer why teams win? Use 5 why if you really need to (doubt you need to go that deep). I have a feeling it’s recruiting plus coaching. Look at the last 10-15 champs. Where was their avg recruiting ranking the previous 4 years and where did they finish in O rating and D rating?

Clemson was a top 10 program in the 80s.
Any program that consistently plays in bowl games has a shot at winning a title at some point.
