I was always taught that "affect" was used when describing an action. And "effect" when describing the result of an action. The way it's worded almost makes both make sense as the "to produce" makes it sound like it's describing an end result. But it could also be referring to the action of tearing.
I was honestly asking. So, yes, I guess I'm a nerd.
