yes that would make them by record the best team in the conference, but losing to 4 out of conference opponents means you're not one of the 4 best teams in the country

They are best team in conference play.
There was another quarter of the season that doesn't matter for conference championships but does matter for winning a national championship
eta - If they both had the same record and Penn State won the conference championship game, they would have been in over Ohio State.

Exactly. A conf champ is a conf champ. It means something, but it's not the same as playing for the title. If 9-2 is automatically worse than 10-1 we are back to playing powder puff off season games

Because you could have it where a lot of weak teams are all on one side on the conference(see SEC East) yet catch lightning in a bottle one game...are we supposed to overlook the entire rest of the season and deem a four loss team as the best team in the conference to an undefeated team they just lucked up and beat?
If that is the case, while we are at it, let's just have all the conference champs in the playoff...5 teams...top 3 records get a bye(tie breaker could be opponent win percent), be prepared for some shitty teams to get in from time to time but according to some conference champ game winners are ALL that matter.

The BEST team in the Big 10 is the one that beat the champ by 39 and got hosed on too many calls to count in Columbus.

I think it is a little more complicated than that. The committee hedged. Ohio State in and Washington.
I think Oklahoma would argue they were penalized more for playing a tough OOC while Washington did not.
So, you can still get in playing powder puff games OOC as long as you also win a conference championship, apparently. You can also get in if you play and tough OOC and barely miss getting to play in your conference championship.
The issue will continue to arise as long there are four spots and five major conferences. That does not mean we should go to more teams, but we might as well acknowledge there will always be room for debate as to whether the best teams got in that year.
