NCAA rule against Confederate Flag and bids question

Does anyone know what the rule prohibits? Is it specifically states with Confederate Flags or all states that have any reference to the CSA in their meaning? With the announcement of the flag being removed from the state grounds, the NCAA issued this statement:
"We commend South Carolina lawmakers for taking this action to remove the Confederate flag from the Capitol grounds," Kansas State president and NCAA board of governors chair Kirk Schulz said in a statement. "For nearly 15 years we have specifically protested the flag by not allowing states like South Carolina to host pre-selected NCAA championships. With this impending change, and consistent with our policy, South Carolina may bid to host future NCAA championships once the flag no longer flies at the State House grounds."
This leaves Mississippi as the only state that flies the "Confederate Flag" on it's state grounds and the only state banned from bidding on NCAA championships. Although Arkansas is not currently banned, I'm curious if they should be.

This fourth star was originally placed so that there were two stars above the state name and two below; this was to include the Confederacy alongside Spain, France, and the United States. Since this disturbed the other two meanings of the original three stars, the legislature corrected this in 1924 by placing the Confederate star above "ARKANSAS" and the original three stars below it, as it is today.
In 1987, Bill Clinton signed Act 116 that stated “The blue star above the word “ARKANSAS” is to commemorate the Confederate States of America.”"

Alabama's state of arms shows the flags of the 5 governments the state served under, including the Confederacy.

The Arkansas flag, along with several other southern state flags, has some confederate tendencies. It hasn't ever been used by hater-group-jerks. That's really the litmus test for flag banning in 2015.
In the future, maybe our flag will be the target of SJWs. Only time will tell.

If Alabama is going to have a reference to the o CUSA on our seal it should be an actual official flag, not this one whic was hijacked by the KKK and segregationists.
Don't understand the reference to "heritage" as this flag was the battle flag of Northern VA. The only thing it has to do with Alabama's heritage is to glorify the KKK and segregation

Have you ever heard of the KKK? Their appropriation of the flag is the main reason it's unacceptable. A lot of states have confederate elements displayed in their flags, but none say "we enslaved, terrorized, and murdered your ancestors" quite like the battle flag does.

The first state flag is very popular in Oxford. If Mississippi were smart, we'd go back to it. Pays homage to our civil war history without being inflammatory, is aesthetically pleasing, and is not a hate symbol.

You realize the Battle Flag was used throughout the Confederacy during the war, right?

Since Nancy Pelosi is all about banning the Mississippi state flag at the Capitol Building, let's encourage her to also ban the racist California flag.
