I don't know what it does, but they didn't help themselves with the verbiage. Now that this is out there kids (agents) can sue the frick out of the NCAA for any transfer and likely win. Just an unbelievably stupid thing for the NCAA to release.
If the NCAA has acknowledged that they won’t be enforcing transfer rules, then what would they be sued for?

It kind of feels like the NCAA is telling just about everybody to go frick themselves. If you see going to pay players, they don’t really give a shite anymore.

IF, college football devolves into a purely pro format, I think the NFL teams should divide up the top 64 teams...two each and then start CONTRIBUTING some of their OWN $ for their 'farm' teams !

You used to have to go through the clearing house and have your transcripts accepted. That needs to come back.

More importantly, the NCAA doesn't "control" the schools, it's comprised of the schools. They "control" football as much as any other sport.

The NCAA makes most of their money from the Men’s basketball tournament, that is a fact. It’s not going away, The Final Four makes more money every year. NCAA control of the Final Four isn’t going away.
NCAA Compliance in FBS football has largely been based first on self reporting violations. The unfettered transfers are much more detrimental to FBS football than any other sport, simply because of the amount of players needed to maintain a competitive team.
The NCAA has been largely cut out of FBS revenue for quite some time, so they are letting it burn as a vindictive measure.

They're letting it burn because they got their asses kicked all over court and realized it was futile.

The NCAA is comprised of FBS, FCS, Division 2, Division 3. In football alone. That’s a lot of little fish that make no money telling the big fish (modern day Power 4) how to conduct their business.
The big fish in 1977 formed the CFA. It lasted until the BCS, which was formed by what was the Power 5 at the time. Same as the 4 team CFP.
The 12 team CFP was formed by modern Power 4.
So, since 1977, you have had the bigger fish in FBS (the moneymaking division in college football) negotiating TV deals outside of the NCAA.
How is this difficult to comprehend?

I’m arguing that the 60-70 schools that comprise big time college football have certainly been at odds with the NCAA for even longer than 50 years. Those 60-70 schools are why the CFA was formed, so they could negotiate their own TV deals outside of the NCAA. They (modern Power 4 football conferences) continue to negotiate their own TV deals.
We are destined for a split of the Power 4 football conferences from the NCAA entirely. This has been coming for some time.
The NCAA has been getting sued for over 50 years as well. The flurry of litigation has certainly been unmatched in the last decade or so, on fronts that impact the bottom line of Power 4 football, but have absolutely nothing to do with the sport.
