He started the whole thing when he took Rudolph down to the ground instead of letting up after Rudolph had gotten rid of the ball. Rudolph reacted because Garrett was wrong in the first place by his lack of situational awareness in not letting up, or he was intending to make a statement to Rudolph. Rudolph shouldn’t have grabbed Garrett's helmet, but he was provoked by Garrett to begin with. And then Garrett lost it, which is entirely on Garrett. Others will also likely be disciplined when all is said, but Garrett has no justification whatsoever. He was the instigator from the start of the whole episode.
