The difference is almost every other city has absorbed their city into the larger metro under the umbrella of one government. Not St.Louis and it probably won't anytime soon. As a metro region St.Louis is actually on the low end of crime.
And EZOU is correct that the quality of life in St. Louis is well kept secret. Affordable housing, great restaurants, plenty of amenities (many free like the Zoo), low taxes, good schools, plenty of sports, cheap fuel, a city that weathers recession well.
