Each school only gets like 13.5 baseball scholarships a year. Schools within states like Louisiana, Georgia, etc that offer free tuition to in-state students can use that for baseball players from their states and not count them against the 13.5 (or whatever the number is) scholarships. They then have more to offer to other players.

Everything you said is right except it's only 11.7 scholarships. Which is even more crazy considering roster limit is 35 (and used to be 38).
