Legal Question Regarding the ‘Fire Sankey’ Billboard

So the two who organized and ordered the ‘Fire Sankey’ billboard near SEC headquarters are a brother and sister, both lawyers. The brother was clear to try to distance the billboards and flyover from LSU. But the sister is on the LSU Law Board of Trustees. Would this be sufficient to consider her an agent of LSU?
I ask only because it would be a major breach of SEC bylaws for a member institution to rent a billboard calling for the firing of the commissioner.
