Generally, yes but the thing is that the City of Birmingham has a very high amount of decaying industrial area and general urban blight. The entire city is largely 'hood'. Unlike, say Baton Rouge, where there are a few smaller cities on the outskirts but plenty of room to grow and expand, Birmingham is surrounded by other municipalities and almost completely landlocked.

The result has been as areas of Birmingham began to decay, people that could afford to abandon those areas did so - but unlike a place like Montgomery where they moved east and the city annexed as they moved, Birmingham had to just wave goodbye. It's a never-ending downward spiral. More people of means leave, property values go down, and the resultant blight and crime increases follow. Montgomery's at the same tipping point now where the people are fleeing to Pike Road and cities in Elmore and Autauga counties where annexation can't follow.

A better way to look at it would be to view Jefferson and Shelby counties as a single entity. Some areas are very nice and others are life threatening every single day. A great deal of actual Birmingham falls into the second category, most of the rest of Jefferson county does not.

1.15 million metro population, but only 210,000 within the city limits. Very little middle class in the city. Extremely wealthy neighborhoods and extremely poor neighborhoods. Everyone middle class lives in the suburbs.
