Likely. The QB situation was so irreversibly mishandled, I would be surprised if we even field a team in 2016.

You could probably convert a lineman to QB and still have a better QB than we will

Two rabid fan bases. Overpaid coaches. Facilities. Athletic department resources. Fertile recruiting states. Constantly underachieving. Only good QBs in the current regimes were left overs from the previous coaches.
