It is a quote that is taken out of context. Freeze is insinuating that schools that are offering his recruits more right now aren’t doing it the “right way” under the new ruling.

Could be interpreted as “we don’t know how to cheat yet” or whatever floats your boat. But I promise you $ is not the issue at Auburn

Either we are going to hear a bunch of complaints about schools not honoring what was promised, or, we're going to have some enforcement cases where schools are accused of not complying. The House settlement pretty much sets a cap on what you can offer, but it seems that some schools are operating as if the environment hasn't changed at all.
